SMART CARD TRYOUT IN THE "SLACHTHUISNEIGHBOURHOOD"
From next year the bigger cities in our country are going to make the
so called smart cards available to the civilians living there.
This card is a hypermodern ID-card. On this card is a chip installed
with the elektronic signature and the biometric information of the
cardholder.
Misuse or falsification will thus be impossible.
The mayor of Haarlem, mister Pop, officially presented the first card
to inhabitants of the Slachthuisstreet. "From now on it is possible
for you to open up the automatic fence of the path at the back of your
houses, but in the future much more can be done with this card", as
the proud mayor stated.
The initiative concerning this card is coming from our national
ministry of internal affairs, and all the cities with more than
100.000
inhabitants in the Netherlands.The goal is that from 2001 all these
cities will officially distribute them.This tryout in Haarlem is the
start to this.
On this card, with the form of a bankpass, is situated a chip. Thereon
are all the personal data of the holder. Apart from the aforementioned
elektronic signature, there is also the mark of the complete righthand
on the card. because of the fact that the mark of the righthand is as
unique as a fingerprint (or even more) any form of fraud with this
card is completely impossible.
The situation at the gate of the path in the neighbourhood looks like
a kind of cashmachine. The gate is barred with a fence. Who wants to
enter, shows the card to the "cashmachine". After this the person puts
his righthand on a scanner. The computer compares the information on
the card to the form of the right hand. If the information is correct,
the gate opens.
With a complicated technical solution a simple problem has been
solved: the problem with drugdealers and junkies in the neighbourhood.
The paths behind the houses of the Slachthuisstreet became much safer
after this initiative.
This card tryout in Haarlem is done to find out how it works in
dailylife. In the future this card can and will do more than open up a
gate. Because of the fact that this card is combining the personal
data and the physical information of the owner (right hand)
the identity of the owner is 100% sure.
The possibilities and advantages will be great: with the fast growth
of internet the need for a good digital identification will be
increasing all the time.The plan is that the cityhalls are planning to
give access to their services through internet (like for instance the
official registration of civilians).
Burgerservicekaart op proef in
SlachthuisbuurtVanaf volgend jaar gaan de grotere gemeenten in ons
land Burgerservicekaarten verstrekken. De Burgerservicekaart (BSK) is een hypermodern
identiteitsbewijs. Op de kaart zit een chip met de elektronische handtekening en
biometrische gegevens van de houder ervan. Misbruik of vervalsing van de BSK wordt zo
onmogelijk. Burgemeester Pop overhandigde op 7 juni de eerste kaart aan bewoners van de
Slachthuisstraat. 'Nu kunt u met deze kaart het achterpad ontsluiten, maar in de toekomst
kunt u er nog veel meer mee doen', aldus een trotse burgemeester.
Het initiatief voor de BSK komt van het ministerie van Binnenlandse Zaken en de
gemeenten met meer dan 100.000 inwoners. Het is de bedoeling dat gemeenten vanaf 2001
Burgerservicekaarten gaan verstrekken. Met de proefopstelling in de Slachthuisbuurt heeft
Haarlem een nationale primeur. Voorlopig wordt de kaart alleen gebruikt voor de
beveiliging van een achterpad, maar de toekomstige mogelijkheden van de kaart zijn groot.
Technisch hoogstandje
Op de kaart die het formaat heeft van een bankpasje, zit een chip. Daarop staan de
persoonlijke gegevens van de houder. Verder is een elektronische handtekening ingebouwd en
staan de kenmerken van de rechterhand op de kaart. Omdat een handafdruk even uniek is als
een vingerafdruk, is fraude met de Burgerservice-kaart onmogelijk.
De testopstelling in de Slachthuisbuurt lijkt een beetje op een pinautomaat. Het
achterpad is er met een hek afgesloten. Wie naar binnen wil, laat eerst het pasje aan de
automaat zien. Vervolgens wordt de rechterhand op een scanner gelegd. De computer
controleert de omtrek van de hand dan met de gegevens op de kaart. Komen die overeen, dan
gaat de poort automatisch open.
Wennen aan het ei
Het klinkt misschien hopeloos ingewikkeld en dat is het technisch gezien ook. Maar in
de praktijk valt het best mee. Mevrouw Balk uit de Slachthuisstraat kreeg de eerste
Burgerservicekaart uit handen van de burgemeester. Ze had eerst drie pogingen nodig
voordat het hek openging, maar daarna ging het als vanzelf. 'Het is even uitproberen hoe
het precies werkt', zei mevrouw Balk. 'Maar het is echt het Ei van Columbus!' Toch een
eitje dus.
Veiligheid
Met een ingewikkelde oplossing is een relatief eenvoudig probleem aangepakt, namelijk
de overlast van drugsdealers en verslaafden in de omgeving. De achterpaden van de huizen
aan de Slachthuisstraat zijn in ieder geval veiliger geworden.
Toekomstmuziek
De Burgerservicekaart is op proef ingevoerd om te kijken hoe de kaart in de praktijk
werkt. In de toekomst kan de kaart meer dan alleen een hek openen. Doordat de kaart
persoonsgegevens koppelt aan fysieke kenmerken van een persoon (de handafdruk) staat bij
gebruik van de kaart onomstotelijk de identiteit van de gebruiker vast. De voordelen
daarvan kunnen in de toekomst groot zijn. Met de opkomst van het internet wordt de vraag
naar een goede digitale identificatie steeds groter. Zo willen gemeenten in de toekomst
allerlei diensten aanbieden via internet. Maar dat is vooralsnog toekomstmuziek.
